At approximately 11:15 this morning, Minneapolis Police Officer Mohamed Noor turned himself in on murder and manslaughter charges related to the killing of Justine Ruszczyk (Damond).
Justine had called the police to report a possible sexual assault in the alley behind her home. Police did not take her concerns as seriously as they should have and she had to call them back.
When they ultimately arrived, Officer Noor shot Justine “claiming that a loud noise startled” him. He shot from his car and over his partner. We expect that the murder charge is for Justine. And that the manslaughter charge may be “attempted manslaughter” for discharging his firearm in close quarters and in such close proximity to his partner Matthew Harrity.
Until now, Noor had chosen to plead the 5th.
